RFP for 2020 Water Treatment Plant Sludge Dewatering

INVITATION FOR BIDS

The City of Highland Park will receive sealed proposals at the Public Works Dept., 1150 Half Day Rd, Highland Park, IL 60035 for the

2020 Water Treatment Plant Sludge Dewatering Contract

until 11:00 a.m., April 2, 2020

and at that time will be publicly opened, read aloud, and placed on file for public inspection.  Late proposals will not be considered under any circumstances.  The City reserves the right to accept or reject any or all proposals.  Copies of the Request for Proposals Package may be obtained at no cost from the Public Works Department, 1150 Half Day Road, Highland Park, Illinois  60035.

The Work consists of the dewatering of sludge produced at the City’s Lake Michigan (drinking) Water Treatment Plant to land-fill dryness (paint filter test).  This Work is to be performed annually in the Spring. Interested contractors are encouraged to visit the plant to better understand the logistics of this work.  Contact Plant Superintendent, Don Jensen at 847-433-4355 or, djensen@cityhpil.com to arrange a visit.

Note: This (2015 with 4 optional renewals) bid was based on our conventional filtration process which produced more sludge, requiring two dewatering events per year. 

Since conversion to ultrafiltration treatment and elimination of coagulant pre-treatment, our sludge volume has decreased to the point where we now only dewater annually.

Our RFP reflects this change.

**PREVAILING WAGE:

Yes.  In Illinois, this work is subject to Prevailing Wage laws.

**DISPOSAL:

The dried sludge is landfill disposed. 

The City arranges for disposal and transport.

Payment is based on tons per roll-off box (landfill weight tickets) multiplied by the % dry cake solids (representative samples collected while processing & analyzed by a third-party lab).
