Phase 4 Highlights

Street closure: In response to positive feedback from business owners and residents, Roger Williams will continue to be closed between Burton and Pleasant to accommodate expanded outdoor dining for restaurants. A map of the closure and the detour is available on the City’s website. Please drive with caution in this area as the City anticipates additional foot traffic during Phase 4.

Indoor dining: Restaurants and bars may resume indoor dining with new public health guidelines and reduced capacity of 25%. Social distancing guidelines must be followed at all times. Dining groups are limited to 10 individuals or fewer.

Outdoor dining, table-service: Restaurants who desire to utilize outdoor seating areas may continue to apply for a Temporary Outdoor Expansion Permit. There are no application or permit fees for this purpose. Dining groups are now limited to 10 individuals or fewer, and social distancing guidelines must continue.

Outdoor dining, picnicking: The City has designated certain areas throughout downtown Highland Park and the Ravinia District as spaces for residents to enjoy carryout meals from local restaurants. A map showing these areas is now available to download. Please pay attention to all posted signage and detours.

Retail stores: Retail stores must remain in compliance with reduced capacity guidelines to ensure safe shopping for all. Capacity varies by store, with maximum occupancy set at 50% capacity. However, business owners may choose to further reduce occupancy if they are more comfortable.

Outdoor merchandising, displays, and seating: Business owners may continue to apply for a Temporary Outdoor Expansion Permit to use public spaces adjacent to their store to display or sell merchandise, provide seating for customers, etc. Applications and permits are available on the City's website and there is no fee.

Outdoor fitness classes: Indoor classes and facility use may resume during Phase 4, with social distancing, sanitization, and capacity limits in place. Fitness businesses may continue to offer outdoor classes. One-on-one personal training may also resume. Fitness businesses without suitable outdoor space adjacent to their facility may continue to apply for a Temporary Outdoor Expansion Permit for Fitness Classes for use of City-owned property for these outdoor classes.

Gatherings: Gatherings of up to 50 individuals are permitted under Phase 4 guidelines. Please note that for indoor and outdoor dining, groups are limited to 10 individuals or fewer.

Seated entertainment performances: Theaters, cinemas, performing arts and other spectator events may resume with reduced capacity, and social distancing guidelines specific to that sector.
