Massage Establishment Licensing Information

February 18, 2019 -- As part of the City’s ongoing project to update its ordinances, the City reviewed recent massage establishment licensing and regulatory code amendments approved by comparable Lake County municipalities to ensure the City Code included regulations to protect the health and well-being of all massage establishment patrons, to ensure massage establishments were employing State licensed massage therapists, and to ensure that the City had sufficient regulatory authority over massage establishments in the event a code violation were to occur on the premises of a massage establishment. Based upon the findings from the review that was conducted, on January 28, 2019, the City Council passed and approved Ordinance O11-2019 establishing massage establishment regulations and a licensing requirement for the operation of a massage establishment within the City of Highland Park.

Ordinance O11-2019 requires all massage establishments operating within the City of Highland Park to obtain an annual Massage Establishment License through the City Clerk’s Office.  More information about the City's newly established Massage Establishment Licensing, including a copy of Ordinance O11-2019 and the Massage Establishment License application, can be found on the City Clerk's Office Massage Establishment Licensing page. 

Given that the Massage Establishment License requirement is new in 2019, massage establishments that are required to obtain a Massage Establishment License must submit a completed application, including all forms and supplemental information as required by the application, along with payment of $50 on or before Friday, March 29, 2019 at 5:00 PM.
