Focused on Infrastructure Investment

The City’s 2018 Capital Improvement Plan (CIP) is underway with an aggressive schedule to complete over $17 million worth of infrastructure design and construction projects.  As one of the City’s four core priorities, infrastructure investment is a major component of the City’s annual 5-year fiscal year budget and work plan. CIP projects are prioritized based on community feedback, health and life safety, age of infrastructure, economies of scale, functional deficiencies, and the reduction of long-term costly repairs. The capital improvement projects can be reviewed with project descriptions and mapped locations on the City’s website at www.cityhpil.com/construction.

A major CIP project scheduled to begin in May, 2018 is the Asphalt Street Rehabilitation Program. This project is designed to extend the life of our existing pavement and provide a new smooth riding surface for motorists. The construction contract is currently being developed with anticipation of a bid opening as early as mid-May when asphalt production plants re-open. Residents will be notified in advance of the construction schedule and of any planned road closures.

In addition to road rehabilitation, the City maintains 130 miles of public sidewalk. Sidewalk repairs and replacements will begin in June, 2018. The annual sidewalk repair program addresses tripping hazards and replacement of deteriorated sidewalk panels. Other planned projects include the construction of a Ridge Road Sidewalk from Lawrence Lane to Lake Cook Road to be completed as part of the City’s BikeWalk 2030 master plan. This project includes construction of a new concrete sidewalk along the west side of Ridge Road from Lake Cook Road to Lawrence Lane. The new sidewalk will connect to an existing sidewalk at the north end.

Residents will be notified by postal mail of any planned CIP construction on their street or in their neighborhood. Other notifications are provided to residents through the City’s communication outlets such as the Highlander, City website, eNews and social media.

Construction hours are from 7 AM until 7 PM on weekdays and from 9 AM to 5 PM on Saturdays.
