When Phase I Preliminary Engineering was completed, all reconstruction work was anticipated to be within the public right of way. During Phase II Engineering (which is more detailed in scope), areas where the use of public right of way may be necessary to complete the project were identified. The need to utilize public right of way was mainly driven by widening of Green Bay Road to install dedicated bike lanes.
Based on feedback from the City Council and the public, the City is only considering work within the existing dimensions of Green Bay Road. If a bike lane is pursued, it will only be considered within the current width of Green Bay Road. Temporary construction easements may be required at some locations so driveways with steep driveway slopes can be flattened. The temporary easement will allow work to extend beyond the right of way to flatten the driveway. This will improve ingress and egress.
