Chapter 96 of the City Code of Highland Park requires a Scavenger license for any person who will engage in the business of Scavenger, Garbage collector, second-hand dealer, or junk dealer within the corporate limits of the City. All Scavenger licensees shall comply with the terms, conditions, and restrictions of this Chapter.
To apply for a scavenger license, please review the City Policy and download an application here. Along with the application are applicable City Ordinances concerning Garbage, Refuse and Litter as well as a hold harmless agreement. Commercial refuse does not include roll-off containers and construction demolition.
