Landscape & Pavement Sealant

The City of Highland Park requires all landscapers and pavement sealant professionals operating within the City to acquire a license. The licensing process requires that prospective licensed landscapers and prospective pavement sealant professionals complete a Landscape and Pavement Sealant Professional License application; submit proof of general, automobile and workers' compensation insurance in the form of a Certificate of Insurance; and demonstrate that the name and contact information of the company are depicted on company vehicles (required of first time applicants only).

GAS-POWERED LEAF BLOWERS
The City of Highland Park permits the use of gas-powered leaf blowers only between April 1 and April 30 and between October 1 and November 30 each year. If an individual witnesses a gas-powered leaf blower violation outside these dates, they may report the violation to Community Development's Building Division during business hours (7:30 AM - 4 PM) at 847.432.0808. Violations witnessed outside business hours may be reported to the non-emergency line at 847.432.7730.

The City of Highland Park distributes the following pamphlet to homeowners whose landscaper violates the City's gas-powered leaf blower regulations. Please contact the Building Division for information at 847.432.0808.

ATTENTION LANDSCAPING AND PAVEMENT SEALANT PROFESSIONALS:
The City has launched a new Permitting & Licensing platform. Instructions for how to register your account, view your license information, renew your license and pay invoices are available here. HOW TO OBTAIN YOUR LICENSE:
There are five (5) different ways to submit your landscaping/pavement sealant application and payment to the City of Highland Park. PLEASE CHOOSE ONE OF THE BELOW OPTIONS AND FOLLOW THE INSTRUCTIONS.
1. To submit your application and check or credit card payment IN PERSON:
A. Print and fill out the fillable application form located at the bottom of this page.
B. City Hall is now open Tuesday through Friday, 8AM - 5PM. Note: Staff lunch hour is from 12 - 1PM.

2. To submit your new application and credit card payment ONLINE:
A.
Visit the Civic Access Portal and create an account.
B. Select the Landscaper License and fill out the online application
C. Pay your invoice online via the Civic Access Portal
D. Once we receive your application, certificates of insurance, and payment through the online portal, we will mail you your stickers. Please be patient as we are mailing stickers as quickly as possible.

3. To submit your Application via MAIL AND submit your credit card Payment ONLINE:
A. Print and fill out the fillable application form located at the bottom of this page.
B.
Write a note on your completed application telling us you would like to pay via credit card online.
C. Mail your completed application *AND ALL CERTIFICATES OF LIABILITY AS DETAILED IN THE APPLICATION* to:

D. Once we receive your completed application and certificates of liability insurance, we will contact you with instructions on how to pay with a credit card online. Once your payment is received, we will mail you your stickers. Please be patient as we are mailing stickers as quickly as possible.

4. To submit your application and payment VIA MAIL:
A. Print and fill out the fillable application form located at the bottom of this page.
B. Mail your completed application, ALL CERTIFICATES OF LIABILITY AS DETAILED IN THE APPLICATION, AND a check made payable to City of Highland Park to:

C. Once we receive your completed application, certificates of liability insurance, and check payment, we mail you your stickers. Please be patient as we are mailing stickers as quickly as possible.

5. To submit your application and check payment VIA CITY DROP BOX:
A. Print and fill out the fillable application form located at the bottom of this page.
B. Drop off your completed application, ALL CERTIFICATES OF LIABILITY AS DETAILED IN THE  APPLICATION, AND a Check made payable to City of Highland Park at the City drop box, available 24 hours a day, 7 days a week, located at the entrance to the Hazel Street Public Parking Lot adjacent to City Hall. The box is brown in color and says "City Hall" on it. Below is a photo of the drop box.
C. Once we receive your completed application, certificates of liability insurance, and check payment, we mail you your stickers. Please be patient as we are mailing stickers as quickly as possible.
