Pavement Index Ratings
The City of Highland Park, as part of a five year street replacement plan, has inventoried and evaluated the pavement condition of every City street. The evaluation was accomplished through cooperative efforts with an infrastructure managment firm. Through the use of a specially constructed vehicle, the firm measured pavement depth, sub-pavement conditions, smoothness of the roadway and other factors. The evaluations generated data which determined the pavement condition index rating for each road.
The following table contains the ratings for the particular sections of roads. The ratings range from 0-100, with 0 as the equivalent of “no road” and 100 as the equivalent of a “perfect” pavement. The City’s five year plan is to bring all City streets up to a rating of 75. The 2006 Construction Season is targeting all sections of roads rated less than 50.

These ratings are an engineering tool and only one of many considerations taken into account as part of the street replacement program.
