New Service Provider - Starting January 1, 2016
The City has entered into a new franchise agreement with Lakeshore Recycling Systems (LRS) for the provision of refuse, recycling and organic material collection to all single-family residences. The new agreement will commence on January 1, 2016.

Refuse Sticker Transition - Starting August 1, 2016

Beginning August 1, 2016, Highland Park residents will no longer need to use waste stickers for regular waste disposal. The trash carts contain Radio Frequency Identification (RFID) chips that will track the number of cans of garbage put out each month. Residents should expect to see charges on their invoice for volume-based service in place of purchasing stickers. After August 1, any unused LRS stickers may be refunded at the finance window in City Hall, until November 30. 

Items not included in regular waste disposal will still require waste stickers for collection. This includes waste that does not fit in refuse containers, yard waste, food scraps and containers not provided by LRS. Recycling will remain free of charge, with no sticker required.

Residents can purchase stickers at the Finance Department windows at City Hall, 1707 St. Johns Avenue. The windows are open on Mondays from 7:30 a.m. to 5:00 p.m. and Tuesdays-Fridays from 8:30 a.m. to 5:00 p.m.

LRS refuse stickers should be used for the following circumstances: 
  • Extra waste that does not fit in refuse container
  • Organics (landscape & food waste)
  • Containers not provided by LRS

Stickers are no longer required for regular trash collection. Radio Frequency Identification (RFID) chips will track the number of pick-ups; charges will be reflected on your LRS invoice.

Pick-Up Procedures
Garbage, recycling, and organic waste are all collected on the primary day in each area. Separate trucks are used for each type of refuse causing staggered collection times. Residents choosing twice-weekly service have only garbage collection on the secondary day. Note: Pick-up times will vary with routing changes or extreme weather conditions.

Organics and Landscape Waste Collection
The organics and landscape waste program runs from April 1st to December 15th of each year. Service is provided on the same day as refuse and recycling collection. Lakeshore Recycling Systems will provide participating residents an additional 35-gallon organics and landscaping collection bin upon request. Residents have the choice of once-per-week subscription service for a flat fee of $225.00, or volume-based service using a $2.45 sticker per pickup. Organics my be a mixture of landscape and food waste. Items accepted include grass clippings, shrubbery cuttings, leaves, tree clippings, and food scraps. Call LRS at (773) 685-8811 to sign-up for organic waste collection.

Our agreement with Lakeshore Recycling Systems (LRS) allows one large electronic waste item to placed curbside on the customer's first pickup of each month at no additional charge. Items over 50 lbs. will incur additional fees. To ensure your electronic recycling items are collected, you must call LRS at (773) 685-8811 to schedule your pick-up.

Hours of Collection
Hours of collection are from 7:00 a.m. to 7:00 p.m.  Refuse can be placed out for pick-up as early as 7:00 p.m. the evening before  and no later than 7:00 a.m. on the day of your scheduled pick-up.

Holiday Service 
If a holiday falls on a weekday, collection is delayed by one day for the rest of the week. Friday pick-ups will be made on Saturdays so that service is back to the normal schedule by the following Monday.

LRS recognizes the following holidays:
  • New Year's Day
  • Memorial Day
  • Independence Day
  • Labor Day
  • Thanksgiving Day
  • Christmas Day

Invoices are mailed by LRS every 4 months. Every resident, regardless of service, is billed a base franchise fee of $5.57 per month.
