The City of Highland Park's Intra-City Parking Commission (ICPC) reviews, advises and makes recommendations to the City Council regarding the administration, provision, designation, and enforcement of parking within the commercial, industrial, and residential/office zoning districts of the City.

The Commission also prepares and recommends a proposed parking program agenda to the City Council which shall identify the goals and objectives for the fiscal year and summarizes actions taken during the past year to enhance parking in the commercial, industrial, and residential/office zoning districts.

Rules of Procedure
The Open Meetings Act requires the members of the Intra-City Parking Commission to discuss public business in an open, public forum. This law requires that, whenever a gathering of three or more Commissioners occurs during which public business is discussed, such meetings be advertised (through a posted agenda) and be open to the public.

Membership
The Intra-City Parking Commission consists of seven (7) voting members: two (2) members of the City Council appointed by the Mayor; two (2) members of the Highland Park Chamber of Commerce selected by the Highland Park Chamber of Commerce; the Chairman of the BEDC or a member of the BEDC selected by the Chairman of the BEDC; the Chairman of the Plan Commission or a member of the Plan Commission selected by the Chairman of the Plan Commission; the Chairman of the Traffic Commission or a member of the Traffic Commission selected by the Chairman of the Traffic Commission. The five (5) Ex-Officio non-voting members shall consist of: The Mayor, the Executive Director of the Highland Park Chamber of Commerce, Representatives from each development within the Central Business District that contains an underground parking garage and a Representative of the Property Owners Association.
