Chapter 108 of the City Code of Highland Park requires all massage establishments operating within the City of Highland Park to obtain an annual Massage Establishment License through the City Clerk’s Office.
The annual license fee is $50 on or before February 1 and $75 on or after February 2 of each consecutive year. No massage establishment may operate in the City without first obtaining a massage establishment license. Operation of a massage establishment without first obtaining a Massage Establishment License from the City may result in the issuance of citations and the City taking enforcement action against your business. The City Manager, or his or her designee, may conduct compliance checks in accordance with Section 108.025 of the City Code to ensure any massage establishment operating within the City is in compliance with the requirements of Ordinance O11-2019.

Completed applications may be turned in to the City Clerk’s Office in-person at Highland Park City Hall from 8:30AM – 5PM. Applications may also be mailed to the City Clerk’s Office at the following address:
