OPEN MEETINGS ACT
All meetings of the City Council and its related public bodies are governed by the State of Illinois Open Meetings Act.  This means that, with only limited exceptions, all deliberations and actions must be conducted openly.  The Act also provides for notice, with an Agenda, to be posted 48 hours in advance of each meeting.

CITY COUNCIL MEETINGS
The Highland Park City Council regularly meets on the second and fourth Monday of the month, beginning at 7:30 p.m., in the Council Chambers in City Hall, 1707 St. Johns Avenue, Highland Park, Illinois. Call (847) 432-0800 to confirm meeting times and dates.

COMMITTEE OF THE WHOLE
The Council meets before each City Council meeting as a Committee of the Whole starting at 4:30 p.m.  These meetings are held to allow for in-depth discussions of important issues.  The meetings are commonly held in the second floor conference room of City Hall.

EXECUTIVE SESSION
In keeping with the Open Meetings Act, the City Council may recess or adjourn the meeting to hold an Executive Session.  The subjects of these sessions are limited to certain matters only.  These include land acquisition or sale, personnel matters, and litigation.  The minutes of these meetings are reviewed twice a year to determine whether the need for confidentiality still exists.

LIVE on CHANNEL 10!
All City Council meetings are broadcast live to Highland Park residents subscribing to Comcast Cable on Public Access Channel 10, beginning at 7:30 p.m. on the second and fourth Mondays of the month, and played back on Fridays and the first and third Mondays of the month at 6:00 p.m. A VHS copy is available at the Highland Park Public Library and kept in circulation for 6 months.

HIGHLAND PARK’S FORM OF GOVERNMENT
Highland Park has the Council/Manager form of local government.  Policy is set by the Mayor and Council, who are elected by the residents, and the policies are carried out by the City Manager, who is appointed by the Council.

The City also has a number of advisory boards and commissions that study a variety of important issues and make recommendations to the City Council.  Volunteers are appointed by the Mayor with the consent of the City Council to take advantage of the wealth of talented and knowledgeable residents in the City.  If you are interested in serving please contact the City Manager’s Office for more information.

HOW A CITIZEN MAY BE HEARD
Citizens are encouraged to attend City Council meetings and are welcome to appear before the Council.  While it would be helpful if you schedule your appearance with the City Clerk or City Manager’s Office in advance, it is not a requirement.  Copies of the agenda for all Council meetings are available by following the links on this page.  Agendas are also available at the City Clerk’s Office and at the meeting location on the meeting day.  Any citizen may also contact the staff for information or assistance related to any agenda item.

Individuals wishing to be heard on a particular agenda item will be recognized by the Mayor during the consideration of that item.  When recognized, please step forward to the podium and give your name and address.  Speak directly into the microphone so that your comments may be heard.

If you wish to address the Council on matters not shown on the Agenda, you may do so under “Business From The Public.”  Since many people may wish to have the opportunity to speak, please limit your comments to five minutes.
