INSTRUCTIONS FOR PURCHASING STAMPS Updated July 14, 2008
 

NOTE: REVISED PROCEDURES EFFECTIVE FOR TRANSFER TAX FORMS
SUBMITTED AFTER SEPTEMBER 1, 2008

The following items are required in order to purchase Real Estate Transfer Tax Stamps from the City of Highland Park:

  1. Real Estate Transfer Tax Declaration Form - This form must be fully completed including two signatures. One person may sign for both the buyer and seller.

  2. Copy of the New Deed - We require a copy of the deed that you will be filing with the Recorder of Deeds office.

    When applying for an exemption, the original deed must be submitted.

    Please note:
    Exemption N also requires a letter from the Director of Community Development or the Director of the Community Land Trust.

  3. Water Utility Form - The forwarding address of the seller and the name of the buyer will be a requirement on this form.

    Please note: Unpaid water bills must be paid at the time of the transfer stamp purchase.

  4. Payment - The following types of payment will be accepted.

    1. Cashier's Check
    2. Certified Check
    3. Attorney At Law Check - with the verbiage "Attorney at Law" preprinted on the check
    4. Cash


    All checks must be made payable to the City of Highland Park.

    PERSONAL CHECKS WILL NOT BE ACCEPTED.
