City Manager
The City Manager provides policy advice, directs the daily operations of city government, handles personnel functions (including the power to appoint and remove employees) and is responsible for preparation of a budget.

Communications Division
The mission of the Communications Division is to provide effective communications to citizens of Highland Park. The City must relay information in a timely manner to keep citizens informed of City activities; must encourage citizens to present their ideas, suggestions, and comments, providing a two-way flow of information and an enhanced decision-making process; must keep employees educated in a timely fashion of important information, benefits and policies pertaining to their jobs; and must promote a friendly, progressive and professional image/identity to all who come into contact with the City.

Personnel Division
The mission of the Human Resources Division is to provide centralized human resource services and oversight for all City departments in order to maintain an efficient and effective workplace.

Senior Center
The mission of the Senior Center is to provide health, recreational, cultural, educational, and counseling services to the City's senior population; to serve as a resource and advocate in areas of importance to the well-being of the senior community, with primary attention given to transportation, housing, and personal safety; to actively solicit, develop, and coordinate a broad scope of community participation by various agencies, institutions, organizations, and individuals to assist in the delivery of services to the senior population.

Youth Center
The mission of the Youth Center is to assist in the social, recreational, and emotional development of Highland Park's pre-teen and teenage populations; to meet the current needs of Highland park's youth and their parents through diverse programming and coordination and cooperation with other youth-serving organizations; to build on each child's strengths through positive, professional interactions, encouragement, support and growth opportunities in a safe, supervised setting; and to provide an environment where healthy lifestyles, hope, and opportunity are encouraged.
